Cards and schemes for days out and leisure.
Many leisure venues offer cards or schemes that recognise the extra support some families need, and the extra cost that can come with it. Often this means a free or discounted ticket for the person who comes along to help, or reduced prices on local activities.
These schemes are run by different organisations, so how you apply and what you need to provide can vary. It's worth checking each one in advance, and keeping any evidence of a disability or benefit to hand, as some schemes ask to see it. Tap a scheme below to read more.

What is a CEA card
The scheme allows a Cardholder to be accompanied by someone, free of charge, when they purchase the applicable full price ticket to visit a participating cinema with that person.
The CEA Card scheme is intended to benefit everyone who might face barriers that require someone's assistance when visiting the cinema, such as barriers that result from sight or hearing loss, having limited mobility or being neurodivergent. These are just examples – disability and its effects are very wide-ranging. The focus of the CEA Card Scheme is on removing some of the adverse effect of disabilities by providing for someone to accompany a disabled person.
Eligibility
To be eligible, you must:
- be 5 years of age or older; and
- have a need to be accompanied in cinemas because of the effect of your disability.
If you are under 16, a parent or guardian must complete the application on your behalf. Someone else can help you with your application if you wish regardless of your age and the CEA Card staff are able to help with the process if that would be useful.
How to Apply
There are three different routes you can use when applying for a Card. Specifically, a disabled person, or someone else who is helping with their application, can:
- either upload or send us evidence that the disabled person receives one of the following payments:
- Disability Living Allowance (DLA)
- Attendance Allowance (AA)
- Personal Independence Payment (PIP)
- Adult / Child Disability Payment (ADP / CDP in Scotland)
- Pension Age Disability Payment (PADP in Scotland)
- Armed Forces Independence Payment (AFIP)
- or upload or send evidence that the disabled person holds:
- Severely Sight Impaired Registration (formerly Registered Blind)
- Sight Impaired Registration (formerly Partially Sighted)
- or, if the disabled person does not meet the above criteria, or cannot find the supporting paperwork, and believe the effects of their disability requires someone to accompany them when going to the cinema, then they can apply and their application will be considered on an individual basis.
Note: We do not accept the following as automatic proof of assistance being required when visiting the cinema:
- Any other access card, as these are different schemes and we do not have sight of aspects of how the cards are administered
- Any related disability card such as the Disabled Person's Railcard, Freedom Pass or the Blue Badge
- Universal Credit, Employment and Support Allowance
- Referral, appointment letters or prescriptions

The CEA Card is available to applicants aged 5 years and above.

You will need your previous card number if you wish to renew your CEA Card.

Hynt Card (theatre and arts)

What is it, who is it for and how can it help?
Hynt is a new national access scheme that works with theatres and arts centres in Wales to make sure there is a consistent offer available for visitors with an impairment or specific access requirement, and their Carers or Personal Assistants.
If you need support or assistance to attend a performance at a theatre or arts centre then you may be eligible to join Hynt.
Art and culture is for everyone. But if you have an impairment or a specific access requirement, getting to see it isn't always easy. Often, visiting a theatre or an arts centre can be more complicated than just booking tickets and choosing what to wear. Hynt is a national scheme that works with theatres and arts centres across Wales to make things clear and consistent. It's also a resource for anyone who needs specific access information to plan a trip to the theatre.
If you have an impairment or specific access requirement, or care for someone that does, then Hynt applies to you.
Hynt is a membership card; cardholders are entitled to a ticket free-of-charge for a personal assistant or carer at all the theatres and arts centres participating in the scheme. Find out whether you or the person you care for are eligible for a card or click here to apply.
Hynt is a resource for anyone interested in information or news around access and the arts. The site features listings of all accessible performances, as well as providing up-to-date access venue information to help you plan your visit. Through regular e-updates, the Hynt website and social media platforms, Hynt provides relevant and up to date arts and theatre access information.
How to apply, evidence needed and website link
To become a Hynt member and receive your Hynt card, you will need to apply through the scheme's application process. You can apply online here: https://www.hynt.co.uk/en/join/apply/application-form/
You can also apply for your card by email. Just attach the completed form (https://www.hynt.co.uk/files/3814/2713/1156/Hynt_application_form_v5.pdf), a scanned photo and proof of eligibility, or print out the form fill it out and post it along with the photo and a copy of your eligibility evidence.
If you are unable to complete the form on your computer or you don't have someone who could help you with this then please contact your local theatre or arts centre who should be able to post you a paper form.
Cardholder photo - To enable easy checking at the theatre or arts centre please enclose or scan a passport-sized colour photograph that is an accurate and recent likeness of the cardholder. Please write the cardholder name on the back of the photo if posting.
Proof of eligibility - There are some eligibility requirements that you'll need to meet as part of this process. Please only send copies of your supporting document. Please do not send original documents as we are unable to return them. You only need to send 1 piece of evidence from the following list:
- Enhanced or Standard PIP Daily Living Component
- DLA High or Middle Rate Care Component
- High Rate Attendance Allowance
- Certificate of Visual Impairment
- War Disablement Pension
- Armed Forces Independence Payment (AFIP)
- Direct Payments
- Social Services Care Package
- Continuing Healthcare Package
- Dual Sensory Impairment
Before sending your application, please check the following points:
- The name and address details are correct and complete
- You have enclosed a photograph of yourself/the applicant
- The document providing proof of eligibility is enclosed
- You have checked that the correct postage has been applied

What is PTL for?
Passport to Leisure (PTL) is our discount scheme for Swansea residents who are on a low income.
The Passport to Leisure scheme offers discounts on a wide range of sports and leisure venues throughout Swansea, along with various discounts in private companies.
Please note the Passport to Leisure application fee is now £3.20 per applicant.
Eligibility
Passport to Leisure is available to residents within the city and county of Swansea who meet the relevant conditions.
You must be entitled to one of the following:
- Housing Benefit
- Council Tax Reduction (the means tested discount only, not other discounts or exemptions)
- Income support
- Income based job seekers allowance (JSA)
- Income based employment support allowance
- Guaranteed pension credit
- Working tax credit and must hold a NHS tax credit exemption certificate / card
- Child tax credit and must hold a NHS tax credit exemption certificate / card
Universal Credit - If your earnings in your last assessment period were:
- £435 or less
- £935 or less if you get an element for a child or have limited capability for work
Or are:
- a member of the NHS low income scheme and have a current HC2 certificate
- a partner of someone who is claiming one of the above eligible benefits, living at the same address and included in their benefit claim
- under 17 years of age, living at the same address and have a parent or guardian who is in receipt of one of the benefits above
- aged between 17-19 years of age, in full time education (non-advanced) or enrolled on an approved training scheme and included (named) in your parents / guardians benefit claim
- a young adult (under 20) in full time education or enrolled on an approved course and being supported by Social Services
If you are a foster parent or an asylum seeker you may also be eligible.
Proof of Address
All applicants: Official proof of address required for all applicants, for example a recent utility bill or Council Tax bill.If you have any difficulties, please email your enquiry to PTL@swansea.gov.uk and we will respond as soon as possible.
Proof of Benefits
See below details regarding benefit type and type of proof required.
- Housing Benefit — There is no need for evidence to be submitted for this benefit as it will be verified by Swansea Council.
- Council Tax Benefit — There is no need for evidence to be submitted for this benefit as it will be verified by Swansea Council.
- Income Support — The award letter, or a recent letter confirming receipt of benefit.
- Job Seekers Allowance (Income Based) — JSA (income based) can only be proved by showing all of the three-page benefit statement letter that is issued when first in receipt of benefit.
- Employment Support Allowance (Income Based) — The award letter clearly stating the ESA income based is currently being paid.
- Guaranteed Pension Credit — The award letter or a recent letter confirming receipt of benefit.
- Working Tax Credit and NHS Tax Credit exemption certificate — The award letter and the NHS Tax Credit Exemption Certificate showing you are also in receipt of free optical and dental care.
- Child Tax Credit and NHS Tax Credit exemption certificate — The award letter and the NHS Tax Credit Exemption Certificate showing you are also in receipt of free optical and dental care.
- Universal Credit — The Universal Credit award letter confirming your earnings level.
- NHS Low Income Scheme — The HC2 certificate for free NHS free optical and dental care.
- 17-19 in FTE/Training named on parents benefit — Proof of non advance FT student status/inclusion on approved training scheme (see below) and proof you are included in parents/guardians benefit claim:
Enrolled in non-advanced education:
- GCSE's and A Levels
- NVQ level 1,2 or 3
- BTEC national Diploma, national Certificate and 1st Diploma
- SCE higher grade or equivalent.
Enrolled in an approved training scheme:
- Skillbuild
- Foundation Modern Apprenticeships or Modern Apprenticeships
Supported Young Adult — If you fall into this category you will have to get your Social Services representative to approach the PTL office who can organise proof of eligibility and entry onto the scheme.
Asylum Seeker — A NASS Home Office identity card (ARC) as proof, or hold a NHS HC2 or have an authorising letter from the Welsh Refugee Council.
